Terry this is a very difficult concept to grasp. To make it as simple as I can, you must know how to hear the Holy Spirit in each situation and whatsoever He says to do, do it. He does not want us to neglect our family persay nor ourselves. However He does not want us to acquire a me, my four and no more mentality either. We are to be wise in our decision-making concerning different situations that may come across our path. EX. His word says any man that won't provide for his family is worse than an infidel. He does not want us to take care of that man and his family. As long as the women lives in the situation without seeking to know God and have him direct her steps she will suffer. i.e. If you have a young widow with children, we should help her as much as God provides us to help her with. If a man has lost his job and is trying to help his family we should help some. 
ex. You may have a tight budget yourself, but you may have clothes to pass down, an extra car for her to use to go to work until she can get her fixed. Use your resources such as people and places to go to for help and referrals. You do what you can, where God guides He supplies, where He calls He equips. This is the spiritual gift of decernment at it s best! If God calls you to (do) it He will bring you through it.
