The author of that song is Joshua Mills. You should look him up. He is a song-and-Word minister from London, Canada, and God is using his ministry mightily! I've never been to one of Joshua and Janet Mills' services and NOT been touched by the Lord! They also do a lot of singing and writing, and "Welcome, Holy Spirit" is my favorite of his!
