South Bend Community Action Partners (SBCAP), a civic organization that has been meeting monthly for the last 3 years to discuss challenges facing the African American community in South Bend and how best to resolve them. SBCAP is committed to the “all available resources in transforming African American neighborhoods into productive,safe,healthy and economically vibrant communities.”
